Arjan Widlak heads the Kafka Brigade Foundation. The Kafka Brigade Foundation is a network of action research teams that aim to create the conditions to address dysfunctions in bureaucracies and bring the public into existence to demand this. Therefore, we seek to understand what bureaucratic dysfunction is, what its causes are and how to create the conditions for change. Our goal is to create knowledge, to act on it, and to trigger informed action. Kafkabrigades operate independently but cooperate to enforce and complement each other in this joint purpose. Kafkabrigades also share a common method to kickstart innovations with all parties involved and starting from a problem experienced by real people.

Most recently we did a series of projects around the digital transformation of government from a citizen's perspective under the name "The Digital Cage". A first paper on administrative exclusion by digitalisation has been published in Government Information Quarterly (http://www.kafkabrigade.org#idsI-sQfvfyb5idDIJNLTOYg) and a second paper is under peer review.
